Is there someway new members that just joined have to read the rules before they are allowed to post?

No. There's really no way around it.
And besides, the people who end up breaking the rules are usually taken care of, so. Doubt its much of a real problem.

If said newbies can't be bothered to both read the rules and use common sense, then who feels sorry for the consequences they bring upon themselves?

Implement a quiz. I've seen several forums that have a quiz on the rules as part of the registration. Some as few as a single question and others have been up to 50.

There is a mod actually. That I could send an entire usergroup, one being registered members and it would make all registered members read and sign the rules before they can do a lot of functions. That being said, I don't think it should have to come to that. For the majority the users are caught or seen, by staff or reported by members and are then taken care of promptly. So until it is seen of the severity that forces this tool.

Then people would get bored even without having registered...
Remember this is a free forum, for teens... its not really a privilege to be here...

ah yes I've seen some forums with a quiz too. but as mRojas said, people might not be willing to register if they have to take a quiz...

Tbh whether they have to read the rules or not first its not going to stop them from just skimming it and signing the agreement anyway.

On other forums I'm on, what we do is insert a secret word somewhere inconspicuous in the rules, and you can't be accepted without it. So, technically, you really have to read the rules, and you can't really skim either because you might miss it.
Might be a pain on a site like this, but it works like a charm on my forum.

Thats actually a really good idea. It might stop trolls.

here's another idea...can we make the VT rules a global announcement so it appears in every forum? can you even make a thread already made an announcement in vB?

Since when do new people really read the announcements? They might be in pretty colors, but they're not decoration.

No one is going to read it. You can't force someone to read the rules.
Just like I, and Ronnie, said. The ones that obviously haven't read the rules, or don't understand will be dealt with. It's not that big of a problem, if they haven't installed something like that in the past, what, seven years.
If staff likes it the way it is, then so be it.

The only thing that really gets on my nerves to fix is the giving out/asking for contact information. Everything else really isn't much of a pain. But so many people do it, I have to write out about five warnings to different members about it every day. It doesn't bother me terribly, but it's more of a pain then the less common inappropriate post/vm, spam, etc. That's the only reason I really wish there was a way to get them to read it.
