Pulling out their hair is a little intense for discipline.
Discipline here where I live is washing your mouth out with soap (If you're a little child) Or spanking.

I'm not sure if this could be called abuse if they are disiplining you, but if it starts to get serious you could call the child abuse hotline, or even the police.

Keep in mind if you do this and it actually is abuse, you could be taken out of your home.

Also, you might want to talk to your parents. They may not know how bad you think it is. They might understand and tone it down,

Discipline for the last time should be given verbally and not with violence,so to motherfcking parents that don't understand that i wish you a fucked up life from this point on.We are not animals,we don't understand by fear.

Like everyone else has been saying, if it gets too serious, call the police. Talk to someone at school, do something. But also realize this, when I was removed from my home, I was split from the brother and sisters. I haven't seen them since. I chose to be the one to report everything that was happening, and I knew I was taking the chance of being split up. I could have stayed and protected them, but I didn't. Instead, I spent months not aware of where they are. I just got back in touch with my youngest sister last week, and my brother a month ago. My other sister..I'm not even sure of.

Yeah its child abuse, you need to inform the police or someone of high authority because that is totally not allowed.
