And like guys wears make up sometimes and they always look like guy who wear make up but like if someone worn like a littl e make and it made them look really feminine even more than years before. Isn't there something wrong?

it dose yes,but very slowly,it takes longer to change than any other part of the body

When you go through puberty, pretty much everything about you changes. Your face, body parts ( they get larger and harrier), and for a boy his bones get heavier.

Puberty happens in different stages for everyone - there is no set age or time limit on when your face will change. For some people it could be quite early, for others it will be later. It doesn't really matter.

When you start growing facial hair yes,you can see a change.

Yes, the face changes during puberty, particularly for guys. I can't be sure when but as it is bone growth that changes the shape of the face the growth spurt would be the most likely time.
