It will take a hell of a long time (a good four or five years) to get to its full length most likely, as with everything in puberty you'll have to wait and see.

How do you know it's fully grown? He's probably just a hairier individual, and will get hairier.

well it does depend on if your hairy or not, mine grew "noticeable" in a few months but im VERY hairy
mine is still growing tho
