Circumsiced penis

If your circumcised does your penis stay "loose" or does it stay "tight" like it seems to shrink and stays small, or just loose and its in its normal non erect size, i'm wondering because idk if its normal when my penis seems to shrink when its not erect and you could stretch it out like a rubber band, sorry if i sound confusing but i couldn't find a different way to explain it.

I'm the same way. I pretty sure that circumcision has nothing to do with it. A flaccid penis is just like that.
