One of my favorite songs, which should mean something sense I'm a big music nerd. I got huge chills first time listening to this when the climax kicked in and still get it from time to time. Really, this is a powerful piece.
A few Godspeed songs give me shivers. Sleep (http://www.youtube.com/watch?v=cQcE4_7-X78) mainly. I've posted that song a few times on VT so I'm just going to have you search it.

Pax Cecilia is great, but hard to describe their style of music.
The Manifold Curiosity by Kayo Dot gave me shivers and I do believe it's the most epic I've ever heard. Although, I'm not sure many people will like it because it goes from beautiful, somber, to complete fucking chaotic bleakness. Oh what the hell, I'll throw this is in just because I FUCKIN CAN!!!! It's fifty minutes long though, so I'm sure nobody has enough time to listen to it full way through, but damn. This is pretty intense. The vocals on the first half of the song where he goes "EVERYTHING YOU TOLD ME...etc" gave me fucking shivers of how intense. I go into a really different place wants the heavy riff kicks in half way that goes on for like ten minutes. That part is just fucking sublime to me. I mean, damn yo. This is another piece I don't expect many people to like either, but I'm going to take my chances and put it out anyways.

Most of Bardo Pond's side project are just like that Pax Cecillia piece.
PaxCsong the progress sounded like a mix of Doom and may be Sludge with post metal.
And Evpatoria is just amazing.
I don't know, but Goodspeed makes me laugh. Maybe because of the name.

Runhild Gammelsæter's "Amplicon" is very chilling and disturbing to listen to in the dark. I'll toss out Knive by Svarte Greiner, which is probably the creepiest dark ambient album ever made. Nah, actually, Ben Frost's 'By The Throat' is up there with that one too.

Sometimes when I really love a song it gives me an adrenaline kind of chill but I guess you mean like creepy chills ;)
For that I'd probably say most of all anything by Katatonia or other gothic/depressive rock bands.
As fore "adrenaline chills", it really depends on what kind of mood I'm in at the time/what I'm listening to at the time.
Today "I'm a fake", by The Used did. Only because the spoken word intro applied perfectly to my situation, even though the song itself is fairly average.

The coughing in this one is distracting, and there are weird balance issues at some parts, maybe due to where ever the microphones were located.
