Precum just seeps out, usually in small amounts, before you get to orgasm. If you get clear liquid coming out at the time that you orgasm then its cum, an ejaculation. Many guys have clear cum when they first start ejaculating due to a low sperm content, the cum turns whiter later on as the sperm count increases.

If you are not yet able to ejaculate that would not be unusual at your age.
