Sometimes I see on the shoutbox things like " PrinceOfMadness has reached 2000. post!"
These are posted by nobody, it is a system.
But these two? These two were also posted by nobody, but what are these?

That's posted when the user goes '/me is turned on by the sudden cannibalism.'
/me is the command to do that.

The system you're referring to is the post count notification which notifies people every 500 posts or so, but as said above, your posted example is the /me command.

Just type /me at the start. For example:
/me has just ate a cake
and it will come up as:
PrinceOfMadness has just ate a cake

When someone reaches a certain post milestone it automatically posts it. But to make your own like others have said type in the /me command then whatever you want to say.
