Couldn't cum anything when I was 13 - not even some precum wetness. Didn't start to get anything before I was 14 1/2. Nothing to worry, you aren't late.
Note that if the "75% of the time" it is clear fluid, then it is still cum - just not fully developed, so it may look transparent like water. Again, quite normal.

2- how far into puberty you are
3- when you last orgasmed
