It's just some random shit that VBulletin uses for mouseover text, it doesn't really mean anything.

As David has already said, these rep titles dont mean anything at all, people arent really ranked on site by reputation.
As a new user you have low reputation, that doesnt mean you have done anything wrong, but it takes time for reputation to build up. If you post good advice then the rep will come.

Just means your reputation level. The more rep you get, the message will surely change.

Dude relax. It is nothing. As people give you good rep, it means you are getting famous in a good way, and that text just decorates it up.

There is a little button on the bottom of your username that looks like a scale. That's the reputation button. Someone clicked that button when they liked what you said in a post. The more people click that button, the more your rep goes up.

Well its not as simple as that, but the basic idea is simple. If someone likes what you post they can give you +rep and your score goes up, if someone doesnt like what you post they can give you -rep and your score goes down.
If you go to your User CP page (http://www.virtualteen.org/forums/usercp.php) you can see listed the rep that you've been given.
