I have little white bumps underneath my foreskin on the rim of my penis head

is this a stage of puberty? will it develop? dangerous?

kindof like me but mine isnt a bump its like my skin just turns a fark color on a little part of it whitch is weird and im not 15

Im not particulary sure what they are... It could just be hair coming through. All i know is, they will dissapear.
