No, it's not true. It's kinda like the shoe-to-penis thing. Lots of people believe it, but it doesn't have anything to do with it.

No, no and no! There is no direct relationship between any part of your body (hands, head, fingers, etc) and your penis size. The finger-palm myth is just because the average distance is in the same range as the average penis length, but there is no correlation at all.

I have never heard the hat thing. I have heard about the hand thing before.

They are both wrong. Only your genes determine your size of anything.

No, but at least it's a bit more imaginative than penis size and shoe size which is the normal one.

Not very useful as hats tend to be a one-size-fits-all kinda thing, but no - the circumference of your head is not in any way proportional to the length of your penis.
