There's always the option of dynamic IP addresses versus the traditional static IP's. I'm not sure how well it would work though.
And I'm certain a proxy would be bitch-slapped back by VT as well.

No you cannot. And yes, the second account will be banned. You were banned because you broke the rules. If the person has a problem with the ban, they can speak to an admin.
