In Gimp, can you create a box, i.e. by using a "box tool", like you can in Photoshop and Illustrator?

There isn't a specific tool like there is in photoshop, but just drawing it with the selection tool and then filling it, and you'll have a box.

I can't use it on any of my layers, and I don't have a background layer, which I hate how Gimp does that, so I don't know what to do. I'm more familiar with Photoshop.

Yeah, that case you'll have to wait for a GIMP expert to come around. I don't really know why you can't use it, and the thing with the background layer (opened something myself and there are the multiple layers as well as the background layer shown in that window, so I'm clueless)
