User CP ---> Settings and Options ---> Edit Email, Password and Username

Then you have to wait six months before you can change it again.

You can change your own username once every 6 months. Go to the Edit Email, Password & Username (http://www.virtualteen.org/forums/profile.php?do=editpassword) page under User CP.
