Going to the docter is the only thing I can think of, this sound serious to me and you might want to get it checked out.

I had one on mine, it went away after a while, and i asked my doctor about it and said it could just be a skin irritation or something like that BUT: i your truly concerned you may want to change your mind about seeing a doctor

Without going to a doctor, i would ask your dad, big brother, or some other guy you could trust like a coach about them. Thats what i would do,

If the spots are flat patches and not raised at all then they could just be part of your colouration, although I have never seen this before. if they are raised like zits and prone to heading up or weaping then I think that you should see a doctor.

I would go to a doctor. As you say black spots all over the head of the penis. That doesn't sound normal to me.

I would probably go and see a doctor. if it isn't anything alarming then at least he can assure of that properly, and if it is he can get on it. good luck
