Not really. You cant just delete all of a person's posts without making a nonsense out of the threads that they've posted in, so the only alternative, if you were to delete the accounts, is for their posts to become anonymous which isnt really very satisfactory.

Also if (or when) these two guys break up they might change their minds and want to log in again.

In Germany, I know that it is a legal requirement that sites must delete the data when required. Unfortunately it isn't in the US, or the UK. You'll just have to set your password to something you don't remember and not log in.

Why do you need to be banned?
Surely you can act exactly the same, creating exactly the same effect as if you were banned, anyway?
i.e. Don't log on and you won't be on.
That's exactly what would happen if you were banned, but you don't need to be banned for it.
