What is a late bloomer!

It seems that everyone's answer to just about everything in the section of the forum is "don't worry, you are just a late bloomer" even though they are shaving at 16!
So just to let everyone know a later developer is a person who shows no sign of puberty after the age of 14.

A late bloomer is an easy way of saying that the person is developing later than usual.

People just say "my penis hasn't grown!! am I normal??" and everyone else is saying "NORMAL!! just a late bloomer! boom, done, bingo, close this thread now". It might be true, but we don't even know each other... you don't know anyone here nor phisically nor mentally to say that they ARE late bloomers... puberty isn't all about penises growing and boobs getting bigger fatter and puffier, but also where our minds grow and get more complicated... we understand the world, and don't (normally) stay all day playing game boy
