Yeah, I think it is because your penis is still erect and full of blood so when the pee tries to flow through it, it has a different feeling because some blood must drain to let your pee through.

yeah... that happens to me after i cum... about 10-20seconds after i need to pee... and it feels pretty good... :)

Definitely feels good, but I wouldn't say as good as an actual orgasm.
