is it wired that me and my girlfriend have been going out for a little more then 9 months & have only seen each other 2 times troughout the whole relationship?

It depends. Are you generally located far apart? If it's long distance, i guess not. but otherwise, I do find it quite odd.

i agree with daniel, if your in a relationship i would imagine you'd be seeing eachother a bit more often, though long distance is another story

shes really not that far she only lives 45 min aways but i go to school during the day and she goes during the night and my parents dont really let me go places on weekends & she is always working on weekends

Then it's not really to weird. Your only 15, i wouldn't expect you to travel 45 minutes to see someone. It's just to much of a hassle.

Yes, i think if you want to have a good relationship with someone you need to see them more than twice every 9 months. Thats borderline no going out. You need to find a way to see her more, I'm sure you will if you really do like her.

& we actually have a really good relationship except the part for not seeing each other

To be quite honest it just depends on you both. Is it right for you two? Are you happy with only seeing each other in person twice? Every relationship is different. While some people may need to physically see their partner more often than not, some people don't. Patience is a big key in these things.

It's a little frustrating. I've got friends all over the world and I Skype. That may work for you :)

I do find it a little odd, when I'm in a relationship with someone I want the physical contact even if it's only holding hands as we walk or the hug/kiss you give as a hello. However that said it's your relationship and if neither of you have any problems with it then it's fine!
