You have started puberty is you have pubic hair, but you are only 15 and you have years to grow yet, your just one of the "unluckier" ones, but by the time you are 18-20 you will probally be the same as other people

First of all, you have absolutly nothing to worry about!

Every single person on this earth is different, that means that no-one is 'normal'. From the information you have given i would say that you are in the early stages of puberty and have alot still to go.

I would not say that this is unlucky as you havnt had to experiece all the pitfalls of puberty yet - and believe me, there are pitfalls.

About girls, i wouldnt worry about asking them out, if they really love you they wont be interested in grabbing your penis, they will be interested in you personality etc.
