Well i'm really worried about my puberty. The worst problem is i cant go to the doc. I'm 16, 5'5, and i have a small penis (dammit). Its 4 (hard). My height is also too short. what the hell is up with me?

Er, why can't you go to a doctor? You should always have a doctor available in case something requiring medical attention arises. Though you don't need a doctor for this, everyone develops at different rates and yeah you may be a little late but there's nothing wrong with that. Let puberty take it's time, frustrating as it might be, it's the only way. Nothing is wrong, you're fine.

don't complain about your height im 5 ft 4 and penis doesn't matter everyone grows at different rates neither matter really you will grow as will i and im 15

But if your really concerned then you should really see a doctor if possible.

right, you still have 4 or 5 years to grow. Some guys arent fullly developed til 20 or 21

First of, you need to consider what stage of puberty you're currently in. Perhaps one of the stickies might help you. Besides, 5'5 isn't really short, I've got friends that are shorter.
Of course, best way is to visit a doctor. They have statistics and stuffs to help determine if you need help (perhaps growth hormones or something).

If you are concerned about something you should always got to the doctor about it and also having a small penis isnt a bad thing. You are still growing Puberty for most guys doesnt end until ages 18-20 so you still have time for your penis to grow and the rest of your body to change as well. Dont sweat it man. :)
