I wouldn't worry about it. For your age that's still totally normal. If you still can't in a year or two, I would mention it to a doctor.

For all of this how far into puberty are you guys at? Cause if you’re not started yet, then it’s normal you’re late bloomers that all, I would worry if you’re like 16+ and you haven’t got into puberty. If you have just started, then wait for it, human body takes some time that varies from person to person, to develop each part of it… so be patient it’ll come. If you’re far into puberty or almost done with it (which I doubt, cause of your age, unless you were early bloomers) you’re probably not masturbating well or not enough to ejaculate, in which case I would recommend you to stimulate yourself more and keep on going until you actually have an orgasm and cum.
