A ) Top 5 reasons why MW2 is better than BOps.
1-Music
MW2's music was one of the best, ever. White House to Snowmobile Chase, From Spetsnaz Spawn to OpFor defeat, the music was stunning. However, in Black Ops, I couldn't find anything extraordinary. Sean Murray and Hans Zimmer did an excellent job in MW2 but none of their tracks in BOps suited the "Black Ops" idea.
2-Campaign
If we exclude Reznov's pshycopathy and the mission Vorkuta, I have to say MW2's campaign was better. When I look back, I see that I played each MW2 mission at least ten times. However, in Black Ops, only missions that gave real pleasure to me -rather than headache- were Vorkuta,Project Nova and the BlackBird mission. The rest of the missions simply repeaded themselves, in a diffrent place with diffrent guns, and was nothing more than going in, plantin a C4 and killing everyone before going out.
3-Special Ops
Surely they don't give as fun as zombies, but special ops missions were usually hard and it needed skill. I expected more from my dear company Treyarch. BOps zombies could have been better, there are many bugs and glitches and zombies hitting you from the far end of the map...
4-Graphics, Sound Effects and FPS
BOps cinematics are way better than MW2, but the rest? If you have noticed, when you shoot a bullet and you are aiming down the sight, you will see that bullets look like "little rectangles" ( like the ones in BC2, if you know what I mean ). MW2 had sounds effects that were unique to each weapon while a lot of sound effects ( from a simple reload-action to mortrar ) were from World at War, some weapons had same sounds when firing.
And in multiplayer, the game lags as hell when someone calls a mortar strike, or even worse, a carpet bombing...
5-Characters
Allright, maybe BOps characters are better but in MW2, we are talking about "Soap" who was the person we have played in MW1. We are talking about Captain Price who shows up in every single Infinity Ward CoD game and has a moustache. We are talking about Ghost who is supposedly Gaz and Ghost is a hardcore military guy and Ghost has a comic book!
B) Top 5 Reasons Why BOps is better than MW2
1-Multiplayer A: Weapons and Customisation
Huzzah! No more akimbo M1887s! Well, I can't think of any game who would beat BOps in Multiplayer Weapons category. It has more than 20 weapons, each with their own customisations. There is something for everyone!
Ever wanted to go into war with a Frankenstein make-up? Now you can! Ever wanted to write "USuk" on your weapon? Now you can! BOps takes customisation to next level and you can customise almost everything! The only thing we couldn't do in CoD online!
2-Multiplayer B: Patches
When MW2 was released, a patch was released every week. Some took a lot of time to install. And you could see people tactical inserting in freeforall games, boosting, cheating, hacking, glitching-to-tacticalnuke... Now, we don't have those kind of stuff.
3- Zombies
Killing a zombie while smoking a Cuban cigar and yelling " Viva la Revolucion! "...Priceless. I don't have to talk about zombies, do I?
4-Vehicles We know how Treyarch is obsessed with vehicles and in BOps you get to ride one in almost every mission. Sometimes unrealistic things happen, but you still ride one.
5-Reznov
A man who lead the Red Army from Stalingrad to the Arctic. Locked up in a Gulag, staged a rebellion and brainwashed someone to kill other people. He charges into a battle with a half clip and a rusty rifle.
We think he was dead in Vorkuta. Maybe we are wrong...
And yet we see another mistery. I believe that Reznov is better than Captain Price. Only thing Price has is a moustache and is humor. But Reznov... The guy was impressive enough to be in halicunations!
So, sorry I couldn't find a lot of stuff for BOps. I don't take sides and choose IW over Treyarch. In fact, I think Treyarch is better than IW but, well I digres...

A ) Top 5 reasons why MW2 is better than BOps.

The composers themselves I never paid attention to, but as soon as I heard Gimme Shelter in the trailer I insta-jizzed. But generally yeah, MW2 music was definitely more badass and awesome than Black Ops.
In terms of overall Hollywood-ness, MW2 wins outright. The snowmobile chase, breaking into an Afghan military base with one partner, not to mention massacring a bunch of Russians and being betrayed by the general, etc etc The Black Ops campaign lacks this because the developers focused more on making it like operations during the Cold War instead of having another MW2-esque storyline. Oh, to add to your list, the first mission was quite cool too. But yeah, that and Vorkuta/Project Nova are the only missions I can stand playing again.
But the reason the Black Ops campaign shines in its own type of brilliance is the subtle hints thrown at you in the missions after Vorkuta, and the intensity of the second-to-last-mission. It is made so that during your first playthrough, the reality of Reznov having passed away doesn't actually hit until the dramatic cinematic mission ('Revelations'), whereas on the second playthrough, Reznov being an apparition is so fucking obvious you punch yourself for having missed it: there's the subtle hints, like during Reznov's appearances after Vorkuta, you hear the numbers in the back of your head. Nobody pays attention to Reznov but you (Swift in the rat tunnels actually asks you what the fuck is wrong with you when you talk to Reznov), Reznov is always wearing the same clothes as you, he seems a lot younger than he was in Vorkuta (this reflects Mason's age), when he is actually like fifty fucking years old and still badass.
Reznov isn't the only example of subtlety. The hints are there that Mason couldn't elude his original programming to assassinate JFK: When he sees Kennedy, he has a vision of pointing a gun to the dude's face. Dragovich, before dying, also hints that it happened. At the end, right after where it shows a woman reading out the numbers that trigger Mason's original programming, he narrates the bullet size and date of Kennedy's assassination, and appears in the rewinded footage of Kennedy.
It's also amazing how the death of Dmitri Petrenko - WaW's soviet campaign character - is a small scene in just one mission, and yet it plays an important role in the course of events. His death is the trigger to Reznov's killer thirst for vengeance. It's a perfect transition from the World War Two setting to the Cold War.
tl;dr - MW2 was awesome in its Hollywood-like campaign, whereas Black Ops was good for the subtlety in its complex storyline. Black Ops has won it for me, but obviously everyone has their preferences.
3-Special Ops
Surely they don't give as fun as zombies, but special ops missions were usually hard and it needed skill. I expected more from my dear company Treyarch. BOps zombies could have been better, there are many bugs and glitches and zombies hitting you from the far end of the map...
Yeah, Special Ops was awesome. Would've suited Black Ops tbh, and I played zombies, it was kind of boring (except when you mow down lines of them mofos ^_^)

Meh, agreed.

I loved Ghost (I haven't played MW, so I know him as Ghost not Gaz), his and Price's voice are loveable. Soap's is a bit less, but great. As for characters in general, Allen was just stupid. You were meant to feel sympathy for him at the end of No Russian, but there just wasn't enough to make you feel that way. Same with Roach, although playing as him a lot helped quite a bit. Whereas Ghost's death really made you hate the bastard Shepherd, who IMO was just another stereotype - "I'm an army general who only cares about conquest and making the man who shamed me pay and I'll kill whoever the fuck I want to get there *growls*". Makarov was badass, and his accent was the most loveable of the Russian accents that have been done in the CoD series.
Captain Price was badass, and I loved the moustache/british accent. He's one of the reasons the game is worth it.

3- Zombies
Killing a zombie while smoking a Cuban cigar and yelling " Viva la Revolucion! "...Priceless. I don't have to talk about zombies, do I?
Yeah, no more quickscopes, and a lot of the exploits have been removed. Zombies isn't too fun though.
4-Vehicles
We know how Treyarch is obsessed with vehicles and in BOps you get to ride one in almost every mission. Sometimes unrealistic things happen, but you still ride one.
Lol, as if the snowmobile ride wasn't unrealistic either. Flying helis was fucking irritating. And that put a horrible spin on the storyline - two special ops soldiers, who you think are awesome footsoldiers, suddenly are revealed to be incredibly well trained pilots and fuck up the Vietnamese. Piloting the heli was hellishly difficult and the spinning out of control in the last mission made me feel nauseous - and that's saying something, even Cloverfield doesn't make me feel nausea.
<3 Gary Oldman voices this man. Gary Oldman - Commissioner Gordon in the Dark Knight/Batman Begins and Sirius fucking Black in the Harry Potter movies. Who doesn't love that? You wouldn't expect him to do the voice. It was a bit overdone, but yeah, Reznov made Black Ops all the more worthwhile.
One thing I HATE about almost every single Call of Duty movie, is that it spews propaganda straight from its ass. Could you find a moment in MW2 where you WEREN'T killing Russians/Russian supporters? Could the Soviets in Black Ops be made ANY more unrealistically evil than they appeared? It's not like the Americans were completely perfect, with their glossy faces that look hot even when they're covered in shit when they're in Vietnam and their complete lack of atrocities. You're penalised in MW2 when you lay a finger on a civilian. Black Ops shows NOTHING of the wrongdoings of Americans during the war. I'm not saying the communists are perfect, I'm saying the Americans aren't.
For example, in Call of Duty: World at War. Can you find a moment where Reznov ISN'T puking the words "Take no prisoners! Kill them all!" Anybody that isn't American is a baddie in the developers' eyes.

Black Ops campaign GAMEPLAY imo, wasn't as good as MW2. However, the story line for Black Ops was absolutely amazing, and it completely blew MW2 out of the water.
I like Black Ops music way better than MW2. Not much else to say. I don't know why, I just love it better.
As for multiplayer, Black Ops, STATISTICALLY, is superior in almost every way.
More balanced, better customization, CLAN TAGS, emblem, better maps, all that shiz. But it lacks one thing that every game needs.
It isn't fun.

Black Ops is "too arcade"....
Embers I agree with everything you have said.
And why do they have Russians as enemies? Well it is because we can play them in multiplayer. My favourite team has always been Spetsnaz and OpFor

Lemme stop you right there. How is MW2 not "too arcade"? If anything, it is more arcade since it's a campfest, whereas Blops isn't. I've played both; I don't own either, but I've played enough to come to a conclusion that Blops is a lot less arcade than MW2. MW2 just sucks. Blops doesn't. And this is coming from a person who thinks that the Call of Duty franchise has turned to shit after Modern Warfare.

First of all, I think that after MW2 CoD isn't CoD anymore too.
At some points, BOps is more realistic. Like you could make a headshot with a UMP 50 meters away but in BOps recoil has increased.
On the other hand, all those streaks, attachments and other few stuff make BOps an arcade game.
Allright, we had M1887 Shotguns, some campers in MW2 but we still have those guys, plus impossible motion sensors, calling in BlackBirds, a RC with C4s etc.
I miss MW2.

Come on, attack dogs? Commanding helicopters? Calling in a BlackBird...
Adding a flamethrower under a rifle...
