There is some truth to this rumor, but it is not specific to jacking off. For instance, if you do some hard excercise and sweat a lot but dont wash after, you'll get more spots. Equally, wanking can cause you to sweat a lot, so they ARE linked, but its by no means specific to masturbation. Having acne doesnt help either though.

There isn't really much of a correlation between the two.
Perhaps if you get REALLY into masturbating, to the point where you sweat, then it's possible that if you don't take proper care of your skin, it could very well lead to acne.

However, that outcome is the result moreso of neglect, as oppose to masturbation.
