Depends upon the context in the thread and the nature of the website that you mention. Naming porn sites would always be against the rules, naming other sites may be OK if they are relevant in answering the thread. Advertising commercial sites is never allowed.

If you want to name a website then it better be relevant to the thread/forum and it must be appropriate and follow the rules.

Naming an inappropriate site does not circumvent the rule as would linking to it.
