Friend being kind of a jerk.

I got a new haircut. and my friend sarahs being a jerk about it like shes saying quote "you look absolutely rediculous short hair is retarded and you know it" And then telling me how absolutely dissapointed in me she is. Its my hair and i should have the right to do with it as i please and not get downcast by my friends.

Exactly.
Sure some people can look a bit weird when they cut/dye their hair or wear certain clothes or whatever, but for her to keep going on about it like your hair will never grow back is a bit excessive IMO.
Talk to her about it and tell her to stop whining - it will grow back.
If she won't stop whining, ask her what her REAL problem is. As if she doesn't stop, I think she's bothered about something other than your hair.

If she's gone beyond friendly teasing about your new look, then clearly there's something else that's really bothering her other than your hair. For now I'd just let it roll off your back, but if it continues tell her to stop and admit to what's really going on.
