First off I am a very shy person. I was wanting to know of some good conversation starters for girls. There is this girl I really like, but i hardly every get to talk because I don't know how to start the conversation. My second question is what are some safe topics to talk about? One of my other problems is that I run out of things to talk about and then I look very stupid. Thanks for any advice you give.

ok some good topics that wont make you look gay are
the weather
school/work
something funny that you notice another person doing right then and there so she can see and laugh too
when the convo starts going dead or awkward leave (not rudely tho)

Ask her some questions, don't give her a whole questionair but like what kind of music she likes, does she have a hobby, movies and stuff like that.
Maybe you'll find something you have in common and then you'll get a good conversation our of that. I think it would be better if you were with a friend rather than being alone with the girl so they could at least help you out a bit when you get those "awkward moments". Good luck! :)
