Seoul, South Korea (CNN) -- North Korea fired artillery toward its tense western sea border with South Korea on Tuesday, killing at least one South Korean soldier, the Yonhap news agency reported.
Two civilians and 13 other South Korean military personnel were injured, with three of the soldiers seriously hurt, Yonhap said.
A Ministry of Defense spokesman contradicted the Yonhap report, saying that no deaths had been confirmed and that the military was checking on possible civilian casualties.
At least 200 rounds of artillery hit an inhabited South Korean island in the Yellow Sea after the North started firing about 2:30 p.m. local time, Yonhap said.
South Korea's military responded with 80 rounds of artillery and deployed fighter jets to counter the fire, the report said.
The South Korean army also raised its alert condition, the report said.
Images of plumes of smoke were quickly broadcast on Yonhap television from the island of Yeonpyeong, but it was not immediately clear what the artillery had hit. The island has a large military garrison.
The island has a total of about 1,300 residents, a fisherman who lives on the island told Yonhap.
Some residents started fleeing for the South Korean mainland, which is about 145 kilometers [90 miles] away. Other residents were seeking shelter at schools.
The South Korean government immediately called an emergency meeting of its security ministers.
South Korean President Lee Myung-bak ordered his ministers to take measures against an escalation of the situation, presidential spokeswoman Kim Hee-jung said, according to Yonhap.
The North Korean fire came as the South's military conducted routine drills in waters off the island, which is about 10 kilometers [6 miles] from the North.
The Yellow Sea has been a longstanding flashpoint between the two Koreas, but Tuesday's attack was an escalation in violence.
"Our navy was conducting a maritime exercise near the western sea border today. North Korea has sent a letter of protest over the drill. We're examining a possible link between the protest and the artillery attack," presidential spokeswoman Kim said, according to Yonhap.
The island is part of a small archipelago about 80 kilometers (49 miles) west of the South Korean port of Inchon, which serves Seoul, and is close to the tense Northern Limit Line, the maritime border between the two Koreas in the Yellow Sea.
A South Korean warship, the Cheonan was sunk in the area in March with the loss of 46 lives in a suspected North Korean torpedo attack.

Yeah scuba is right North Korea and South Korea never ended their war, they "had" a ceasefire treaty but they never signed a peace treaty

I'm really tired of having to repeatedly say this. North Korea, do not have, nuclear weapons... Their current capacity is nuclear plants capable for civil use ie. power generation. But they do not have plutonium or other isotopes needed to weaponise it.

Kim Jong Ill is just showing off. He's a real life internet-style troll. He is smart enough to know that he can't start a war until he gets a nuclear weapon, and then there's serious repercussions. But he knows that no one is going to risk war over a few dead South Koreans. He's just trying to keep us on our toes.

South Korea. A developed country, shall never I will repeat that, never use a nuclear weapon unless they have reached the improbable, dire end of it's governmential reign on that country's soil, along with the majority of citizens imprisoned or killed to mean losses would be a majority on their invading enemy's half..... You don't think even the USA has a "farewell plan" with a big button to their nuclear stockpile?

Experts suggest a World War 3 scenario is pretty unlikely but if this escalates it could become something of another Gulf War which would still be bad for the world economy.

The past two presidents of the south could be described as rather progressive (taking into consideration South Korea's political climate) and their current one is more conservative. The current president has been a bit less passive towards the north, you could say.

Not suggesting that being conservatives are always pro-war or anything- I'm just sharing what I've heard on various news reports. It's easy to believe that this is entirely the North's fault, seeing as we've made something of a game out of demonizing Kim Jong Il and his lackies, but if you look deeper at the situation, both sides are partly to blame for rising tensions.

True, but it's definitely true that North Korea is the one being aggressive. Conservative or not, ultimately South Korea will act on the advice of its populous that, from the looks of it, wants a retaliation attack. That combined with a more "conservative" president who would be more willing to use military action against the North could be the spiking point for The Korean War, Part II.

It's really time to end this escapade. I would thank North Korea for even breaking beyond the deterrent, just as they're still going to be pwned all the same at the end. I'm just as clearly excited or in other ways terrified of the consequences, but this really just needs to end. Badly.

They've always been there for South Korea's aid since more or less the beginning of the Korean war, the U.S is simply reassuring the small state that they do have friends in very high places to as much as put civilians at ease and for the government to gain the confidence as to what to do next.

No, not at all. Remember, North Korea has a nuclear arsenal and the 2nd largest number of armed forces (http://en.wikipedia.org/wiki/List_of_countries_by_number_of_troops) in the world, totaling 9.45 million. Seoul is uncomfortably close to the DMZ, which makes it an easy and massively valuable target for the North.

Yeah, and most of their military personnel are ill-equipped and fighting each other for the last scrap of dog meat. They really aren't a match for South Korea or the US.

Doesn't mean they can't put up a good fight. Sure, in the end the combined forces of South Korea and its allies will easily destroy the North, but not before the North does some serious damage.

Like, them firing all of their nuclear arsenal at important targets the world, especially at their Southern counterpart. I believe they could also fire at the US, knowing that they're doomed already the same.

I don't think their nukes have a range far enough to affect the continental United States. Hawaii, possibly, but not the other 49 states. Maybe Guam too.

I don't think it's realistic to assume that the North is capable of striking the US or any nations far out of its immediate vicinity at this point in time. However, given that they are probably trying to develop a deterrent that kind of capability would seem to be the obvious goal, which is why they need to be stopped. The problem is, even if they can't hit America, South Korea is populous and the world would much, much rather avoid another war on that peninsula.
