Say someone wanted to change their username, could they change it to my old username before this one because i'm not using it or would they not be able to cause i've already used it?

No, they'd be able to use it now its not in use.

Say i changed my name from Kaius back to Desolation, that means anyone could change their name to Kaius as it wasn't in use.

They can yes, you just have to check http://www.virtualteen.org/forums/memberlist.php and search your old one. If it's taken it's taken :P

I have no idea. I'm sure they can use it
