Im in a relationship with this girl. But I'm always talking to this other one and we talk about masturbation and sex and stuff but don't want us to do anything to eachother?

In no way is that considered cheating, talking to someone about masturbation and sex to another person is absolutely fine. If anything, its probably a good thing that you have someone to about sex and masturbation. Now if things happen between you and your friend that you talk about sex with, then that would be consider cheating.

It's not technically cheating, but it honestly depends on what you and your girlfriend both consider "cheating" to be. If she's the type of girl who would get pissed because of you "always" talking and hanging with this other one, then she may be able to make an argument for how and why it is cheating.
All depends on your morals/views and whether or not your girlfriend is the jealous type I suppose.
