Your penis when it's not erect doesn't really even count for anything anyways when it's erect, so I wouldn't even worry about it if I were you. The average is 3 inches, but everyone is bound to vary based on their bodies, how they measure, and other variables and such.

But seriously, don't even worry about what your non-erect measurement is.

Hi and welcome to Virtualteen! That is not abnormal for the age of 13, You most likely have just started so right now your growth is just started. So Don't worry about your size, especially for flaccid size. For a 13 year old you still have 7-8 years of growing to do! So don't worry about that at this point.
