The fact that you have pubes, however few, shows that puberty has started for you. For some guys it starts earlier, for others later, you are pretty normal. It sounds like you have only just started puberty and so your penis size now will give little indication as to what size you will end up with, but what you have is perfectly normal for your age. I dont think youre small. I'm same age as you and from what I've seen theres big differences in dick size at 13. Height has nothing to do with dick size - I know a guy (13) who's kinda small but his dick is longer than mine (only seen it soft).
