It's certainly normal. Your public area isn't normally exposed like our faces are or our legs. More sweat, oil, and bacteria is able to reside there which could worsen ingrown hairs or razor bumps. I'm going to provide you with a link that covers how to shave your public region and helping prevent irritation and such. I'll quickly run over it with you. Assure yourself that you use a sharp razor (multiple blades), exfoliate you skin by using a washcloth, apply shave gel in the shower or whatnot, shave carefully going in the direction that the hair grows (then you can shave up or across), moisturize after!
That was just a quick overview. You'll develop your own style and comfort techniques as you progress. Further questions? Please don't hesitate to PM me.

Yes, that's completely normal. It's the irritation from the razor. Best thing to do after you shave would be to apply some aftershave gel, or even something as simple as lotion to avoid that from happening again. I'm sure over time if you continue to shave, the irritation will lessen.
Follow the advice Cameron gave in the post above mine; sounds very helpful!

Exfoliate afterwards. Get a cloth/loofa or something and put some body wash/soap on it and rub yourself down a bit. Not too hard though :]

Yes, its perfectly normal. But something that helps you to get rid of the itchyness is to do it while your in the shower/bath, or right after you get out. And use shaving cream, And it will get better as you start to shave more down there ^_^
