last week i was at a party and a couple of my friends and i were talking. its a long story how, but we ended up talking about being cut and uncut. we laughed about it and then me and my closer friend walked away. we talked about it some more and we both shared experiences. The defination of circumised means no foreskin, so the 1st answer is no. As for the 2nd question, I presume somewhere a uncut guy jacked off with a cut guy, but not in my experience.
