Usually based on seniority, from what I've seen. Or who does the job better, and goes above the call of a mod.

Depends on what the seniors go for, usually it's a promotion, sometimes they give applications to the mods and they have to apply. Usually it's through team work, team leading and things like that. Most of the time (not too sure) you have to be on staff for a while before when getting promoted. All depends on the situation.

Because this is a community and communities all have their own politics. That, and personal observation. After you've been here for a few years, some things are pretty easy to notice.

I'm not going to turn this into an argument or accuse any given person of any given thing, though, so I'm just going to leave it at that.
