Can we set it up so when a new members joins they have to read stuff like not being able to pm till you have 100 posts etc. It just really gets on my nerve that people ask the same question that may have already been asked like a week ago.

The only thing I could possibly think of is having an automatic PM sent to new members that they can read with important details about being a new member. I mean that still isn't guaranteed that they would even look at it, but it would be a step, but still. It's not that big of a deal. You don't have to look at those threads.

It sounds like a good idea to do that. I know i dont have to look at them but it would save people posting the same topic over and over again

but how will they be forced to read it? some may just skim through the rules or whatever and not actually read it :S

Because it's the first thing they'll receive when joining, the pm will pop up and they'll read. It's the most effective way to get the new members to listen.

Lol, I don't think that's possible. Do those user license agreements work better when you have to scroll down the entire thing to click "agree"?

When they sign in for the first time, the screen can pop out, you have a new message.
And there can be impotant stuff for new members.
In order for them to read the full text, we should make it shorter.
If the staff is up to it, of course...
It could say :
"""We've been having problems about the rule below:
-Members must reach 100 post count in order to send Personal Messages-
This rule is one of the golden rules of VT, and it is closed to discussion. Failure to comply may cause your account to be freezed."""

look, for example the rule list does not include the 100 posts part... so even if they read it they don't know bout the 100'th post and ask again
