Ok. My advice:

- Forget photoshop (or computers in general) to draw;
- Forget anime.

At your current level of skills, I strongly think that the complexity of something like photoshop will prevent you to focus on the basic stuff.

Take a black pencil, a sheet of paper, and try to reproduce whatever you see around you the best you can. Want to draw a teapot? Get a real teapot in front of you, and copy. Want to draw a swordman fighting? Get a real human in front of you, make him take the pose you want, and copy. Can't find models/objects around? Grab photographies on the net - google gives tons of those.

You also need to learn the basics first: drawing simple 2D and 3D shapes (boxes, spheres, etc). Again, if you can't afford books or courses, the web will give you plenty of help.

Uhm, it would be wise to forget the photoshop for a bit...
I think if you'd really want to boost your skills you should draw traditionally. Photoshop is a pain in the ass and I find drawing digitally is much harder than traditional.

I like the glow effect on your name though.
