Bullying has been in the news lately. I have read comments on news sites and some of them say that parents should share the blame if their children bully. Such a thing can make since in the case of homophobic bullying if a child was taught homophobic attitudes by their parents. So when it comes to crime in general when are parents partially responsible?

Note this is a different than the other thread about whether parents should bear complete blame for the crimes of their children.

It depends on the situation. As you said, if parents have "trained" their child to be homophobic, they should share part of the blame (age is a factor too, whether or not the child can make decisions for him/herself).

We may also look at the possibility that the parents do not provide the sufficient guidance and help to their children, so they also take the blame. Even if you had well-to-do parents, good education, and lot'sa money as allowance, without the guidance from one's parents, you're parents are still to be blamed.
