I know a literary essay is not a summary of a book but how often should i refer to the novel the essay is about? The essay is on 1984 by George Orwell and how the people are always under surveillance and controlled by fear.

Definitely in the introduction, so that we know what your essay is about. "In the book 1984, by George Orwell, _______."

From there, can't really say. It would depend on how long the essay is. I'd say occasionally say something like, "Also in 1984 ______." or maybe do it in every other paragraph.

You shouldn't have to refer to it a lot since the essay is about the book. Make it apparent in your introductory paragraph, and don't make the first sentence unappealing. Make it where you want to read it.
