For the first 5, every 50 points gives one block.

For the light green blocks, it's 100 rep points per. However, it caps out at a total of 11 blocks, so you could have 56,873 rep points and still only have the 11 blocks you have now.

Umm,
Rep Power is decided by how many rep points you have.
YOu get more rep power when you:
get 50 more rep points
when you have been a member for 200 days...or something like that
every 6 months
and every 1000 posts.

Your rep power determines how much you affect the other users' rep points. So you have 10 which means you can give 10 or take 5 from a users rep points.

Your rep blocks are decided by your rep points. Generally its every 200 points per block after your light green blocks. I don't remember for the regular green blocks.
