is it true if u lose 20-35 lbs u gain an inch of penis length?

No, it's not. Well not entirely.
If you are overweight, losing weight may get rid of the 'pad' of fat around your pubic area, making your penis appear longer in length. But it doesn't physically grow any longer just because you lost weight.
But getting a longer penis shouldn't be the reason for wanting to lose weight. ;)

if you are a chubby person your penis will appear smaller because of all the excess fat. It doesnt grow larger it just looks larger if you lose all the weight

It doesn't grow. But if you really take off a lot of weight, the fatty part at your groin (at the base of the penis) would shrink in, making your penis seem longer.

Just as everyone else has said larger boys have fat around the base of their penis making it seem like their penis is smaller but really they have a regular sized penis. Losing weight would just mean tha you would lose the layer of fat revealing tha true base of your penis ;)

I thinks so. my coz is adopted and has different genes which made him really fat when he was my age. he's like 20 now really tall and HUGE with muscles (too much imho lol). Anyhow i saw him naked before and after and before i thought he had a problem like he hadn't matured properly, but now looks totally normal. We're talking soft both times here so idk about hard.

The guys have got it right above, it doesnt change the size of your penis but it can make it seem bigger because in really overweight guys the base of their penis gets hidden in the flab.

if that were the cause i would go on a diet today -- lol
i neigh lost 25 lb he would be 97lb and still have a small one. lol
i could lose a few pounds myself -
how ever both of us say no it will not work making your penis bigger.
really if that were true every teenager would be thin. at least i would -

I lost weight and mine looks bigger now but it really isn't from how it was before

in away it does get longer, whatever length you really are is probably being semi covered by the fatty part of skin so your not gaining any length, its just peeling away the layer that made u smaller... lol...
