Once when I was on the subway, a man was sitting across from me and was looking at me. I didn't think much of it until I glance back and realized he had actually pulled his stuff out (like, seriously, all the way out of his pants) and was jerking off on the subway staring at me. I was with my sister at the time and it was her first time on the subway and I was more focused on getting her off the subway than getting help. We got off at an unfortunately empty station and were so scared he was going to follow. He didn't but...

It was scary.

Well he was certainly commiting some sort of offence by doing that, sounds like you acted with a lot of sense and composure under the circumstances. I can see why it would have been frightening, just glad he didnt persue you.

Was he committing an offence? Yes

Should you report it? You could but I doubt anything could/would be done about it. However, if you ever see him again (unlikely) report it straight away.

this happened to me and the mall, my friend jeanette and i were trying on dresses, and two guys were starring at us and jerking off.. i was really happy she didn't notice, in the dressing room we took a pic of the two of us, and he's in the backgroudn hands in his pants jerking off. it was gross.
but to answer ur question yes i'ts sexual harrassment, next time it happens report it.
