A step-by-step manual on how to molest children is making email rounds in Florida, police say.
The manual, which investigators say is over 170 pages, offers disturbingly specific guidance on how to commit and get away with child molestation, according to investigators.
"I've never seen anything like it," Detective Philip Graves of the Orange County Sheriff’s Office told Florida's WFTV. "It's not the first...but this is by far the most extensive one I've seen."
"It describes to people how they can find victims in different locations: churches, schools, daycare centers, family friends, any type of situation you can come across," Graves said. "It details how those offenders or those predators can prey on those children."
Graves and his team are still trying to locate the document's creator.
The manual made its way to investigators through a listserve created to target child molestation, and was passed to the police in order to help track down the author.
Surprisingly, creating and even distributing such a manual is not technically a crime in Orange County.
Police continue to work to locate who created the manual under the assumption that anyone who would go to lengths to create that kind of document could have committed sexual assault crimes against children in the past.
