OK, well that's way OTT. If the OP was losing arterial blood and about to bleed to death his worries about telling his mum would disappear very rapidly.

Its called the frenulum and you've obviously torn yours a bit. The chances are that it will heal itself like any other skin wound, just lay of the masturbation for a few days and give it a chance to heal.

I'm not a doctor, I dont know if it will reconnect, chances are that if it doesnt it wont really matter or affect anything, but if the bleeding has stopped I would think you will get over it OK. Pretty sure if you've broken it completely there would be no way of repairing it anyway.
