it's bugging me. i dunno what they mean. what do the purplish rep blocks mean? are they bad?

Best way to explain it.
Neutral reputation is only given when the person giving reputation does not meet the criteria set by the administrator to affect someone else's reputation.

Neutral almost always means that the person appoves of your post and wanted to give you rep, but because they are new to the site they dont yet have the ability to do so. You can generally tell from the comment whether they approve of your post or not. So take it as a compliment, but it doesnt actually boost your own rep at all.

@Jess, if they have no reputation to contribute then it won't go up or down. That's why it's purple.

Everyone (including me) has answered as if your question referred to when you get rep shown in your User CP. There is also a purple rep block (only ever one) that gets shown where a poster's Rep Power is shown on the left hand side, under their username, when they post. If you were asking about that that is something completely different and indicates that they have chosen not too show their reputation level which is an option in User CP.
