Have i hit puberty?

well you've probable just started for me my hair started to grow long before my penis did but now i'm 8" and covered in hair

I think more than a body change puberty is in the brain... the maturity , the desicion,s the tasks...and of course .. the ampit hair. so is a bit complex :P...

Yeah, as soon as the hair grows it is puberty time usually. Although, I got it on my balls before I got any armpit hair. Balls are smothered in hair, and I'm only a year and a half older than you.

It sounds like you've just *barely* started- give it a couple more years, things will really pick up then!

If you're starting to get some pubes then that shows puberty has started. Just be patient, your current penis size is no indication of what size you will end up with, all you can do is just allow things to progress at their own speed.

Just the fact that you've got some hairs shows that you've started puberty. You're probably just in the real early stages.

Yeah, you are in puberty and further along than I am! I am 13.5 and barely got any pubes. I think technically though that you are in puberty once you start with changes, like dick growth and being able to make sperms which is what happened to me before I got hair down there.
