Help!!!Steam stuck

Ok,so i downloaded steam actually both v009 and v008 and both are having the same problem.So it updates steam platform or whatever and goes to 45% and then just stops the screen is still on but no bytes are exchanged like they are before 45%,i tried all that stuff like to rename clientblob or something,firewall stuff i did practicly everything but still i cant find the solution,so if nothing else does at least somebody know a link to a updated steam?

completely uninstall steam
redownload from the official site
install again
let it do it's thing. It WILL take a LOT of time to update.

I used to have that EXACT same problem. I uninstalled steam and everything realated to it after trying everything i could. Reinstalled the next day, had to download like 9+gb of games, but i could update then! I know that it is extreme, but if you are REALLY desperate, then try it, worked for me!
