My penis, normal?

, and i have some of those dits on my balls. Is this normal? They do not itch or anything .

Yes it normal especially if your a blond or a red head but i do have a friend with dark hair and he has dots on his penis

Most likely, they're freckles, don't worry, unless they cause a rash, or they hurt
