How old are you?

Puberty can last until your early 20's therefore since your still in your teens you have plenty of time to still develop, you may just be a late bloomer.

Some people develop pubes first, some can ejaculate earlier and others' penis grows. Everything happens at different times for different people. Don't worry, things will eventually change for you.
